You Said We Did: Unreasonable Behaviour Policy Review

In January 2025, 107 Jigsaw Rewards members took part in a survey to review our unreasonable behaviour policy. Below is a summary of the feedback we received from the survey responses.

Before the survey was undertaken, 43% of participants were not aware that Jigsaw Homes had a policy on unreasonable behaviour. However, 100% agreed that we should have a specific policy.

Many members also offered additional suggestions on how the policy could be improved.

You Said: Jigsaw Homes should always issue warnings, with responses indicating that an average of two warnings should be given before any action is taken against any unreasonable behaviour.

We Did: Our policy and internal guidance state that managers should provide evidence of at least two warnings before applying the ‘Unreasonable Behaviour Policy’ with contact restrictions, except in serious cases.

You Said: A total of 86% respondents agreed that the restrictions imposed on individuals exhibiting unreasonable behaviour are fair and appropriate.

We Did: We have included the reviewed list in the revised Policy.

You Said: A total f 91% of responses said that Jigsaw Homes should consider any vulnerabilities a person may have and the impact it may have on their behaviour before applying the Unreasonable Behaviour Policy with contact restrictions.

We Did: Jigsaw Homes will always consider vulnerabilities and offer support to help a person modify their behaviour by taking into account the Equality Act 2010 and Jigsaw Homes’ Service Adjustment Policy. Managers are to be provided with guidance on how to effectively manage unreasonable behaviour.

We will ensure that all additional feedback from survey participants is shared with the relevant teams at Jigsaw Homes.
